Le modèle migratoire bamiléké (Cameroun) et sa crise actuelle: perspectives économique et culturelle

L'accumulation productive des migrants bamiléké originaire des hauts plateaux de la province de l'Ouest camerounais a fait l'objet d'études intéressantes tant de la part de sociologues et d'anthropologues, Tardits (1960, 1962); Hurault (1970); Delatour (1991); Warnier (1993), que de géographes: Champaud (1969); Barbier (1971, 1983); Dongmo (1981); Ndembou (1994). Toutes ces études, notamment celles de Dongmo (1981), de Barbier (1983) et de Warnier (1993) qui constituent le point de départ de nos analyses et qui touchent au fond des relations de l'homme et de son milieu, font émerger l'important rôle de la culture bamiléké dans le dynamisme économique des migrants.
Le présent ouvrage qui est une contribution supplémentaire à l'étude des logiques et pratiques sociales de l’ethos économique bamiléké vise deux objectifs:
- d'abord, aller au-delà des efforts d'analyse et d'élaboration des interactions entre le culturel et l'économique que nous proposent les chercheurs suscités, pour focaliser notre attention sur un aspect spécifique et crucial dans la reproduction de la culture et de l'accumulation bamiléké: l'éducation vernaculaire.
- ensuite, montrer à la lumière de l'observation des faits à laquelle nous nous sommes livrés et de nos données quantitatives et qualitatives que le modèle migratoire bamiléké est aujourd'hui en crise. En effet, s'il est vrai que l'émigration bamiléké a favorisé au fil des ans l'émergence de gros entrepreneurs dans les différents secteurs de production au Cameroun, il est tout aussi vrai que le modèle migratoire bamiléké se trouve confronté aujourd'hui à de nombreuses contraintes socio-économiques et aux mutations politiques et culturelles poignantes qui provoquent l'éclatement des domaines les plus sacrés et l'effondrement de certaines valeurs essentielles naguère établies tant dans les milieux d'origine des migrants que dans les lieux d'immigration.

Arctic Identities. Continuity and change in Inuit and Saami societies

Arctic Identities focuses on processes of change among the small nations of the Circumpolar North, notably the Inuit of northern Canada and Greenland and the Saami of northern Scandinavia. These small nations have been incorporated in modern nation states as a result of processes of colonization. In the course of that process their lifestyles and cultures were largely destroyed. Today, we witness a cultural revival as these small nations are trying to restore their own cultural identities and adapt to the requirements of modern economy and technology.
New cultural and ethnic identities are created that imply an ideological positioning of past and present identities. They articulate the image of the 'traditional' hunter or herder in accordance with present interests and values. Various forms of representing and expressing identities are examined.
In Arctic Identities particular emphasis is given to the importance of differences in cultural perspectives: Western perspectives of Inuit and Saami, as well as Inuit and Saami perspectives of themselves. The book discusses the development of these perspectives as well as ideological and political debates of today.

The Demise of the Caciques of Atlacomulco, Mexico, 1598 - 1821. A reconstruction

During the colonial period, the Indian population of Mexico retained self-government at the local level in Indian municipalities, called pueblos de indios. At the beginning of the colonial period, these pueblos were, as a rule, governed by members of the local Indian nobility, the caciques. The later fate of the pueblos and their rulers knew many variations, depending on regional and sometimes even local conditions. This book presents a long-term case study of local power in colonial central Mexico. The author has investigated the political, economic and social power as it was distributed and exercised in the pueblo de indios of Atlacomulco between 1598 and 1821. She has analyzed documentation related to the affairs of local government, such as tribute collection, and court cases in which the claims to power of particular caciques were contested. The concepts of reciprocity, legitimation, and normative economy have been used as analytical tools to explain the position of the caciques as local powerholders, the relationships among them, and their relationship with the Indian commoners. This books also tells a story of gradual change. In a process of two centuries, Atlacomulco changed from a relatively isolated pueblo, dominated by caciques, to a booming merchant town, dominated by Spanish merchants. This process of change was shaped by different economic, demographic and geographic factors, but the functioning of local power itself also attributed to the waning of cacique power.

Het binnenhalen van de oogst is een studie naar de rituele jaarcyclus in het vorstendom Maane, Burkina Faso. Sociale identiteit is van groot belang bij de invulling van de jaarlijkse rituelen van verschillende groepen. De jaarseries van allochtone heersers en autochtone aardepriesters dragen bij aan de groei van de gewassen en het beschikbaar komen van de nieuwe oogsten. Wat zeggen deze bijdragen over sociale identiteiten en rituele posities? De relaties tussen orale tradities en rituelen worden onderzocht.
De studie plaatst sacraal koningschap in een hedendaags perspectief. In de loop van het veldwerk werd de rituele jaarcyclus verhelderd door de gebeurtenissen rond de dood en opvolging van de vorst van Maane in 1993-1994. Er is een directe relatie tussen de jaar- en de opvolgingsrituelen van de vorst. De opvolgingsstrijd werd gekleurd door ontwikkelingen in de nationale politiek. Betrokkenen pasten de rituelen aan om in te spelen op nieuwe relaties en omstandigheden. De veranderingen waren onderwerp van discussie. Een calamiteit gaf de debatten een impuls: de in juni 1994 benoemde vorst kwam in maart 1995 om het leven bij een auto-ongeluk. Was de oorzaak van de dood van de vorst de heftige strijd rond de opvolging, of een van de vele rituele fouten?

In deze studie wordt de dynamiek van ritueel en samenleving vanuit een structureel perspectief zichtbaar gemaakt.

Land right, marriage left. Women's Management of Insecurity in North Cameroon

This book discusses the mounting insecurity of Giziga in the region of Mindif, North Cameroon, and the strategies these women have developed to manage their situation. The case of Giziga women is particularly urgent, because of three specific and concurring factors. First, the paradox of marriage and divorce among the Giziga: while marriage is the only accepted way for women to acquire access to resources, more than 60% of the women divorce, often several times, thereby losing those resources again. A second factor is the extremely complicated, multi-layered, and discordant socio-political situation in Mindif, aggravated by scarcity of natural resources. Thirdly, Giziga women have to deal with strong male control over female labour, and a number of other gender inequalities which leave women with little autonomy and control of resources. Women follow various concurrent strategies to manage their insecurity. Although access to land is important for Giziga women in their daily struggle against insecurity, they often give priority to the freedom to divorce. Divorce can be considered a counterstrategy against male control over women's lives, labour, and resources. In conclusion the book discusses the idea of temporary security.

La société de Mono-Alu est, au tournant du siècle, dans les premières années de la christianisation et de la colonisation, décrite par de nombreux observateurs et surtout, de façon inédite, par le linguiste et ethnologue G.C. Wheeler. On possède là, pour l'époque, des données exceptionnelles sur la vie dans cette partie de la Mélanésie. Près d'un siècle plus tard, ces documents permettent une présentation renouvelée de cette société. C'est le cas pour le problème du "totémisme". L'existence à Mono-Alu d'un système d'ordres sociaux bien marqués remet en cause certaines théories sur l'Océanie. Il existe aussi à Mono-Alu un remarquable système de monnaies et de prestations monétaires à l'oeuvre dans l'ensemble des relations sociales. Ce livre décrit de façon à la fois précise et très globale les actes, échanges, idées et valeurs les plus importants de cette société, et leurs significations. On montre en particulier comment la notion de nitu joue un rôle crucial dans ces conceptions. Par ces analyses, on découvre que Mono-Alu est en relations et échanges suivis non seulement avec le très actif réseau régional des Salomon du Nord-Ouest, mais aussi - et le plus souvent dans des termes comparables où se jouent la vie et la mort - avec l'ensemble de l'univers, vécu et conçu comme un cosmos.

Trop longtemps, les alliances hiérarchiques entre maître et esclave, trait particulier de l'aire culturelle mandingue, ont été considerées comme le `résidu' d'un système politique féodal traditionnel dont la `modernité' aurait sapé les fondements politiques et idéologiques.
Cette étude, basée sur plusieurs enquêtes sur le terrain effectuées dans les communautés mandingues du Wuli (Sénégal), montre que la compétition autour des statuts sociaux est un phénomène tout à fait `contemporain'. Loin d'être fixe, et toujours sujet à discussion, le couple maître/esclave s'y manifeste sous forme d'une modalité particulière de la relation oncle maternel/fils de soeur: une relation d'autorité basée sur une forme spécifique d'échange de dons et de prestation. Les `stratégies de flatterie' qu'on met en oeuvre pour établir des alliances hiérarchiques consistent à donner des femmes; la nature particulière de ces stratégies se manifeste pendant la cérémonie de mariage. C'est là où s'exprime avec force l'ideé que maître et esclaves sont indispensable à la permanence de la société.

This volume celebrates the occasion of the tenth anniversary of The Netherlands Society for Ethnomusicology 'Arnold Blake'. Edited by Wim van Zanten en Marjolijn van Roon, six articles on ethnomusicology and world music in The Netherlands form the focus of this issue 'Ethnomusicology in The Netherlands: Present situation and traces of the past'. Further, there are five contributions on Indonesian music, and another five on other Asian musical cultures.
The first three articles are overviews focusing on the pioneers of Dutch ethnomusicology, the general trends in the last thirty-five years, and the development of world music in The Netherlands. The next three articles deal with Dutch individuals and their work: the ethnomusicologist Jaap Kunst, the folksong collector Ate Doornbosch, and the composer Ton de Leeuw.
Indonesia remains an important area for Dutch researches; topics addressed are: martial arts in Sumatra, a large flute in Flores, tunings, tone systems and psychoacoustics in Java and Bali, music of the North Balinese shadow play, and notation of music in West Java. Other articles give a description of the traditional techniques of composition in South Indian Music, a suggestion of how to use the computer to construct a practical grammar of Togaku in Japan, the story of female folksingers in Jiangsu, China, an interview with the Chinese guqin master Dai Xiaolian, and a Tuvan perspective on throat singing. This issue also contains a list of ethnomusicological collections in The Netherlands, and addresses of institutes concerned with the ethnomusicology and world music.

The volume State and Islam contains eleven papers written by internationally renowned scholars, that deal with the relationship between State and Islam in countries geographically as far apart and as different in culture as Iran, Turkey and Egypt in the Middle East, Indonesia and Malaysia in Southeast Asia, and Cameroon in Africa. Most of the papers deal with the tension that may arise from the differences in outlook between a government that has to cope with the practicalities of everyday social and political life, and groups in society which have their own distinct ideas about what form an ideal Islamic society should take.
Throughout the years the relationship between the reinforcement of Islam and the actual policies of a government has been the concern of many. Sometimes it is the direct manifestation of the religion that is the bone of contention. A conflict may arise over the proper place of Islamic law in society or over the correct observance of religious duties. Sometimes it is the more worldly relationship between a government and its people, or the inter-personal relations between the citizens, that is at stake. In this case the actual behaviour of the sovereign and of the population is judged according to the standards set by an ideal concept of a just Islamic government and society.

The present book deals with the Minahasans, who live in the extreme northeast of the island of Sulawesi, formerly Celebes, in Indonesia. The Minahasans occupy one of the most fertile places of that part of the world. Up until the beginning of the nineteenth century the Minahasans still live in tribal groups, speaking different, though related languages. With the coming of the colonial powers dramatic changes set in, and by the middle of that century the Minahasans converted en masse to Christianity. Minahasa became incorporated into the market economy of the Dutch East Indies and after initial set-backs the Minahasans achieved considerable economic progress. Many Minahasans enlisted in the Dutch East Indian army, and the use of Dutch and Malay became widespread. Soon Minahasa was dubbed the Twelfth Province of The Netherlands. The integration of Minahasa into the Indonesian Republic did not proceed smoothly, but nowadays the region has found a firm position in the Republic, with Manado, its main town, as the capital of the Province of North Sulawesi.

Development policies implemented in Third World countries are, like all policies, based on ideas about causes and effects. Development studies, however, have paid little attention to the people in these countries who launch or propagate such ideas. This volume is an attempt to begin to fill this gap. What role do intellectuals play as designers of development? To what extent does expertise in some fields of knowledge help to acquire political power? Is technocracy an obstacle to the political participation of ordinary citizens? In how far is the claim of Non-Governmental Organisations that they have found a better way to development justified? These are some of the questions which are being discussed in this book. They show that, in many cases, the holders of what Gouldner called cultural capital have become a strategic group in developing societies.
